Development of the “DZVIN” troop command and control system for the Armed Forces of Ukraine

According to NABU and SAPO, in 2016 the Ministry of Defence concluded a contract for the development of the automated system of the Operational Command Centre of the Armed Forces of Ukraine «DZVIN» with Everest Limited LLC, which had no experience creating such software; the technical specifications were changed 13 times (the cost increased by UAH 300 million), the number of prototypes was increased from 4 to 12 (UAH 115 million for adjusting documentation); the system does not meet the specifications. According to the investigation, the state lost UAH 246 million. In 2021 Bihus.Info, based on audit materials, reported a total cost of about UAH 600 million (580 million paid); according to TI Ukraine, UAH 722 million was spent on the project — these are total expenditures, not the amount in the suspicion. Proceedings No. 42020100000000123 were registered on 07.04.2020 (in 2021 the Ministry of Defence reported an SBI investigation); on 19.02.2025 NABU and SAPO served notices of suspicion on four persons, and on 05.02.2026 the investigation was completed and the materials were disclosed. NABU classifies the actions under Article 191(5) of the Criminal Code; TI Ukraine also cites Article 191(4), Article 364-1(2), Article 425(3), Article 426-1(4) of the Criminal Code. Guilt has not been established by a court.
