According to an investigation by Bihus.Info, in the early 2000s the Kyiv City Council leased municipal land on Zhukiv Island (a recreational area, landscape reserve) to the company Zelenyi Port, owned by P. Riabikin, and in 2010 the cooperative Sovski Stavky received about 10 ha of it into ownership free of charge and another 5 ha on a 25-year lease. Riabikin declares the corporate rights to the cooperative every year. Journalists valued the 15 ha at UAH 160 million. In August 2019, when Riabikin headed SE Boryspil International Airport, the cooperative received urban planning conditions from the Kyiv City State Administration for a residential complex; the project envisages two palaces with swimming pools and a closed recreation facility, which, according to an expert, contradicts the master plan. The Kyiv city prosecutor’s office had earlier sued over the unlawfulness of the land transfer but, according to Bihus.Info, lost in court. No official criminal proceedings have been registered regarding Riabikin in this case. Riabikin linked the prosecutor’s office’s actions to extortion of money.
