Mark-ups on materials for fortifications in Kherson Oblast through an intermediary of a contractor linked to the deputy head of the Regional Military Administration

According to Bihus.Info journalists, in 2024 «Hlobal Bild Inzhynirynh» LLC received over UAH 200 million (UAH 280 million according to the text article) from the Kherson Regional Military Administration for building defensive lines and bought almost all LEGO blocks and anti-tank pyramids not from manufacturers but through «Dniprosnabtorh» LLC, which resold them with a markup of about 30% (for example, blocks at UAH 5,800 — for UAH 6,700 excluding VAT). The journalists estimated the overpayment at approximately UAH 25 million on blocks and UAH 10 million on pyramids — about UAH 35 million in total (the episode amount is the journalists' estimate). The owner of the intermediary, according to tax data, received payments from «Hlobal». The journalists link «Hlobal» to the Deputy Head of the Regional Military Administration Anton Samoilenko (in particular through his longtime manager, who receives income from the company); legally the official is not listed as the owner of the company and denies any personal or business ties to it. After the publication, the Main Directorate of the National Police in Kherson Oblast opened criminal proceedings under Article 191(5) of the Criminal Code on the facts; no one has been served a notice of suspicion.
