According to the SBI investigation, in 2022 a former Deputy Minister of Defence lobbied for contracts with non-resident companies to procure personal protective equipment at inflated prices with full prepayment and pressured subordinates to accept substandard products into warehouses. On 1 February 2023 he was served a notice of suspicion (Article 114-1(1) of the Criminal Code, under-equipping worth over UAH 1 billion); on 16 June 2023, a new suspicion of embezzlement (Article 191(5) of the Criminal Code: about 3 thousand body armour vests for over UAH 130 million with a market value of UAH 25 million). On 17 April 2024 the indictment was sent to court; according to it, units of the Armed Forces of Ukraine were not supplied with protective equipment worth over UAH 1.4 billion (this is the value of the protective equipment, not an established amount of losses). Official statements do not name the person; the name Viacheslav Shapovalov is given by LB.ua and RBC-Ukraine. There is no verdict.
