According to NABU and SAPO, in July 2015 the then Minister of Infrastructure, together with the First Deputy Minister (head of the ministry's Tariff Council), secured an order under which the ship dues at the seaport “Pivdennyi” began to be collected not only by SE “USPA” but also by private companies (50:50). The notice of suspicion was served on 22 February 2023 (losses of over USD 30 million); the indictment was sent to the HACC in July 2024 (Article 364(2) of the Criminal Code; losses according to expert examinations — over USD 49.63 million). On 15 October 2025 the HACC closed the proceedings against the former minister due to the expiry of the statute of limitations at the request of the defence; the ground is non-exonerating, and the court did not establish guilt. Official statements do not name the person; the name Andrii Pyvovarskyi is given by LB.ua citing SAPO.
