According to NABU and SAPO, in April 2022 the Ministry of Defence concluded a contract with SE "Research and Production Association 'Pavlohrad Chemical Plant'" for urgent procurement of explosive reactive armour for tanks. The enterprise's then general director, according to investigators, involved the commercial director and the director of a private company (LLC "RADA 2007"): components (covers and cuvettes) were purchased from this firm at almost three times inflated prices through fictitious companies, and the difference was laundered. According to Transparency International Ukraine, in April–November 2022 the plant paid UAH 165.6 million for goods with a market value of UAH 63.2 million. Losses — over UAH 102 million (Transparency International Ukraine: UAH 102.4 million). Notices of suspicion were served on 11 December 2025 (to the general director — Article 27(3), Article 191(5) of the Criminal Code; to the commercial director — Article 191(5) of the Criminal Code); on 19 December 2025 the HACC remanded the former general director in custody with the alternative of bail of UAH 30.28 million. On 22 July 2026 the investigation was completed. Official statements do not name names — they are given by the Anti-Corruption Action Centre, LB.ua and Transparency International Ukraine. There is no verdict; the persons are presumed innocent.

Sale of explosives of SE "Pavlohrad Chemical Plant" through intermediaries with losses of UAH 43.3 million

According to the prosecution, in 2011–2016 the general director of SE "Research and Production Association 'Pavlohrad Chemical Plant'" together with the commercial director ensured that industrial explosives were sold to mining and processing plants (PJSC "KZK", PJSC "TsHZK") not directly but through intermediary companies (LLC "NVP 'Zoria'", LLC "Ukrspetskhim"), which resold the products with a mark-up, although deliveries came directly from the plant's warehouses; direct contracts with consumers were blocked. Notice of suspicion was served on the general director on 9 September 2021, and the indictment was sent to court on 28 February 2023 (Article 364(2) of the Criminal Code). On 12 August 2026 the HACC (case No. 991/1821/23) found both guilty under Article 28(2), Article 364(2) of the Criminal Code: the general director — 5 years of imprisonment, the commercial director — 4 years 3 months; UAH 36.2 million in damages was recovered. The verdict has not entered into force (appeal period / appeal), so the status is trial. The total amount of lost income under the verdict is UAH 43,312,663.15, of which the court attributed UAH 36,249,779.19 to the actions of the commercial director, taking into account his separate verdict of 7 July 2023 (case No. 425/3312/17).
