According to NABU and SAPO, in April 2022 a former deputy head of the Kharkiv Regional Council (at the time a regional council member) set up an organised group with the director and founder of a private company; in June 2022 three acquired companies holding supplier licences received electricity from the Unified Energy System and transferred it to a controlled company for sale to consumers, while PrJSC "NEC 'Ukrenergo'" received no payment (losses of UAH 58.44 million); the funds, according to investigators, were withdrawn to the account of a company in Bulgaria. Official bodies do not name the person; according to sources of Ekonomichna Pravda and Transparency International Ukraine, the person is Volodymyr Skorobahach. Suspicion — 14 January 2025 (Article 27(3), Article 191(5); Article 27(3), Article 209(3) of the Criminal Code); the indictment was sent to the HACC on 3 October 2025; on 16 February 2026 the preparatory proceedings were completed and the case is being heard on the merits. There is no verdict.
