Charges of misappropriating over UAH 88 million during the reconstruction of the State Migration Service central office building in Kyiv

According to NABU and SAPO, a businessman (a Russian citizen) who was in “friendly” relations with officials of the State Migration Service organised a scheme to embezzle funds for fitting out the building of the service's central office in Kyiv received in 2015; the head of the State Migration Service, his deputy and the head of the administrative unit, according to investigators, facilitated the conclusion of contracts with controlled companies (distortion of tender results) and payment for inflated, “empty” and duplicated works. Losses — over UAH 88 million; the reconstruction has not been completed. The former head of the State Migration Service was served a notice of suspicion on 18 June 2024 (Article 191(5) of the Criminal Code), the investigation was completed on 5 September 2024, and according to media the indictment was sent to court on 26 September 2025. Official statements do not name the person; identification is by position (head of the State Migration Service in 2015–2021) and according to AntAC and media. There is no verdict.
