Charges of misappropriating 2,500 ha of state land in Sumy Oblast (over UAH 280 million) and attempting to misappropriate another 3,200 ha

According to NABU and SAPO, in 2017 the owner of a number of agricultural companies, who later became a Member of Parliament of the 9th convocation and chair of the agrarian committee of the Verkhovna Rada, conspired with the then leadership of the StateGeoCadastre and "curators" to organise a scheme: destroying documents on the right of permanent use of land of two state enterprises in Sumy Oblast, drawing up an act on "unauthorised occupation", and transferring the plots into the ownership of pre-selected citizens under the guise of free privatisation on condition of leasing them to the agricultural holding. In 2017–2021, according to investigators, the group took possession of 1,250 plots (2.5 thousand ha) worth over UAH 280 million; an attempt to take possession of another 3,244 ha (over UAH 195 million) was stopped by seizure. Notice of suspicion was served on 23 April 2024 (NABU then cited UAH 291 million and an attempt involving UAH 190 million); the indictment against 13 persons was sent to court on 15 January 2026; the episode amount is the figure from the indictment. Official announcements do not name him; identification is based on his position (Minister of Agrarian Policy at the time of the suspicion) and media reports. Solskyi denies guilt. There is no verdict.
