Procurement of video surveillance equipment for a Ministry of Internal Affairs state institution at an inflated price and four premium-class cars from the supplier (losses of over UAH 16 million)

According to NABU and SAPO, in 2018–2019 an entrepreneur who supplied video surveillance and access control equipment to buildings of the Ministry of Internal Affairs, through his NGO, gave a top ministry official the use of four premium cars (total value — over UAH 6 million), and in 2020 a state institution of the Ministry of Internal Affairs purchased his company's equipment at an inflated price, which, according to investigators, caused budget losses of over UAH 16 million. After the official's dismissal, the cars were transferred to him under a gift agreement. NABU announcements do not name the person; media (Glavcom) and Bihus.Info identify him as former State Secretary of the Ministry of Internal Affairs O. Takhtai. The notice of suspicion was served on 17 January 2025 (bail — UAH 33 million, according to Bihus.Info), and the investigation was completed in April 2025. On 22 June 2026, the HACC approved a plea agreement (according to Glavcom; Article 191(5), Article 368(4), Article 209(1) of the Criminal Code of Ukraine), under which, according to a NABU announcement of 4 August 2026, he is obliged to fully compensate the losses; the text of the verdict is closed, and its entry into force has not been officially confirmed, so the status is set to «under consideration by the court». The Bihus.Info story also mentions three apartments with a total area of 300 m² in the Rest & Ski Spa Resort hotel in Bukovel belonging to his wife — the journalists did not name their value.
