According to the Office of the Prosecutor General, in January–April 2023 (during blackouts) the Department of Municipal Security of the Kyiv City State Administration purchased diesel generators for heating points: requests for price quotations were sent to only three companies, although other suppliers offered lower prices (more than UAH 390 thousand per unit versus a possible UAH 320 thousand; a wholesale batch — almost UAH 90 thousand versus UAH 76 thousand). According to expert examinations, the losses to the capital's budget exceed UAH 4.8 million. On 9 July 2025, the director of the department was served a notice of suspicion of official negligence (Article 367(2) of the Criminal Code of Ukraine), and prosecutors prepared a motion for his suspension from office. The official statement does not name him; according to sources of Ekonomichna Pravda in law enforcement agencies, this concerns the director of the department, Roman Tkachuk. By Kyiv Mayor's order No. 847 of 14 October 2025, R. S. Tkachuk was suspended from office pursuant to a ruling of an investigating judge (case No. 752/26588/23; the order does not make clear whether it concerns this particular episode). The further course of the case as of 3 October 2026 has not been verified. Guilt has not been established by a court.
