Direct reconstruction contracts of the Bucha City Council (Vokzalna St. and others) for sole proprietor Tsybulskyi without tenders and partly on the basis of oral agreements

According to Dozorro (Transparency International Ukraine, April 2023), the Bucha City Council concluded agreements worth almost UAH 108 million with sole proprietor Serhii Hryhorovych Tsybulskyi — all 12 contracts directly, without competitive bidding; before 2022 his orders did not exceed UAH 10 million. According to a Bihus.Info investigation (July 2023), Tsybulskyi together with his son and brother received, according to the documents, over UAH 200 million for works in Bucha, including the reconstruction of Vokzalna Street, at about 300 sites; some of the contracts were not published in Prozorro, and the entrepreneur himself said that the arrangements with the city council were made orally and the cost of works was determined after the fact. Residents complain about the quality of the works. The amount is the volume of the sole proprietor's agreements according to Dozorro, not an established amount of damages. No official proceedings have been registered (no law enforcement announcements were found).
