“Kurchenko petroleum products” case: misappropriation of seized petroleum products through SE “Ukrtransnaftoprodukt”

According to NABU and SAPO, in 2014 seized petroleum products of S. Kurchenko's companies (about 97 thousand tonnes) were transferred to SE Ukrtransnaftoprodukt, to whose management positions controlled persons had been appointed, and sold at understated prices to a company controlled by a co-organiser of the scheme; the funds did not reach the budget. On 12.02.2024 NABU served notices of suspicion on six persons (Article 255(1), Article 191(5) of the Criminal Code), with losses of UAH 967 million; according to Bihus.Info, among them is S. Pashynskyi (at the time of the events, acting Head of the Presidential Administration). Following an expert examination, the amount of losses was revised to more than UAH 817 million; SAPO cited the same figure after the court decision (episode amount: UAH 817 million; NABU's initial estimate was UAH 967 million, Bihus.Info's "almost a billion"). On 24.09.2026 the HACC approved a plea agreement between S. Pashynskyi and SAPO (Article 364(2), Article 255(1) of the Criminal Code): UAH 1.1 billion to the budget and for the needs of the Defence Forces, a fine, and a 1-year ban on holding positions. As of 02.10.2026 the 30-day appeal period had not expired, and the verdict's entry into force has not been confirmed.
