According to NABU and SAPO, in December 2023 the then head of the SBU Cyber Security Department bought an apartment for UAH 21.6 million (UAH 12.8 million under the contract) and registered it to a family member. The origin of the funds was explained by the family member’s income as a sole proprietor from legal and consulting services since February 2022; according to NABU, the funds came from a person accused of misappropriating funds of JSC Ukrzaliznytsia and from companies controlled by that person with signs of being fictitious, and there is no confirmation of the lawful origin of the remaining UAH 8.8 million. A notice of suspicion under Article 368-5 and Article 366-2(2) of the Criminal Code was served in September 2025; on 02.09.2026 the indictment was sent to court. NABU does not name him; the SBU in an official comment named I. Vitiuk and regarded the suspicion as revenge by NABU.
