According to NABU and SAPO, in April 2022 the first deputy director of a state-owned defence enterprise involved the head of a structural unit and the director of a supplier company: prices in the commercial offer were inflated, and rolled steel was sold at about one third above market value. The losses to the state enterprise exceed UAH 19 million. On 12 March 2026, a notice of suspicion was served under Article 191(5) of the Criminal Code of Ukraine. Official statements do not name the enterprise or the persons; according to sources of Ukrainska Pravda, this concerns Pivdenmash and its first deputy director general Kostiantyn Zavhorodnii. There is no verdict.
