Charges of misappropriating over UAH 62 million in a classified procurement of software for the State Special Communications Service

According to NABU and SAPO, in 2020–2022 the owner of a group of companies, in collusion with the leadership of the State Special Communications Service, devised a scheme to misappropriate funds for software procurement: the procurement was classified to avoid open tenders, and a state enterprise subordinate to the service concluded contracts with two controlled companies, transferring over UAH 285 million in 2021–2022; the actual price of the software from the foreign manufacturer was UAH 223 million, and the difference of over UAH 62 million, according to investigators, was misappropriated by the participants. Notice of suspicion was served on 20 November 2023, the investigation was completed in July 2024, and on 17 July 2025 the indictment against five persons (including the former head of the State Special Communications Service and his deputy) was sent to court. Official announcements do not name them; identification is based on positions and media reports. There is no verdict.
