According to NABU and SAPO, on 12–13 June 2020 three persons (an official of the Main Department of the State Tax Service in Kyiv, one of the heads of a group of companies affiliated with the former minister, and a former head of a department of the State Fiscal Service) were caught “red-handed” immediately after providing an undue advantage of USD 5 million for transfer to the head of SAPO for closing proceedings in which the former Minister of Ecology was a suspect (concerning the alleged misappropriation of funds of an NBU stabilisation loan issued to PJSC “Real Bank” and their laundering). On 1 July 2020 Mykola Zlochevskyi was served a notice of suspicion of organising an attempted bribery (Article 27(3), Article 369(4) of the Criminal Code); in March 2022 the indictment was sent to the High Anti-Corruption Court for trial in absentia. On 1 August 2023 the HACC approved a plea agreement and found him guilty under Article 27(3), Article 369-2(1) of the Criminal Code (the qualification was changed to abuse of influence); the penalty was a fine of UAH 68,000. The verdict entered into force on 1 September 2023 (case No. 991/1297/22). Amount: in 2020 NABU reported USD 5 million for the head of SAPO, in 2022 — USD 6 million in total (according to investigators, the official of the Main Department of the State Tax Service kept another USD 1 million for himself); SAPO, according to TSN, also cites USD 6 million. The text of the verdict has not been published, so the amount established by the court is not given. According to SAPO, as part of the cooperation the convicted person paid UAH 500 million for the needs of the Armed Forces of Ukraine. Bihus.Info journalists reported in 2018 how the criminal cases against Zlochevskyi had been closed and he was preparing to return to Ukraine.

In June 2020 NABU detectives documented the transfer, through intermediaries, including a senior official of the State Fiscal Service department in Kyiv, of an undue advantage to the leadership of NABU and SAPO for closing criminal proceedings in which a former senior official had been served a notice of suspicion under Article 191(5) and Article 209(3) of the Criminal Code; USD 6 million was seized (according to SAPO's clarification, USD 5 million was intended for the heads of the anti-corruption bodies, USD 1 million for the intermediary). Case No. 991/1297/22 was heard by the HACC under Article 369(4) of the Criminal Code; during the trial the qualification was changed to Article 27(3), Article 369-2(1) of the Criminal Code (organisation of abuse of influence). On 1 August 2023 the HACC approved a plea agreement, found Mykola Zlochevskyi guilty and imposed a fine of 4 thousand non-taxable minimum incomes of citizens (UAH 68 thousand); the verdict entered into force on 1 September 2023. According to SAPO, under the agreement over UAH 800 million was transferred for the needs of the Armed Forces of Ukraine. The text of the verdict in the register is closed; the amount of USD 6 million is given according to SAPO's 2020 statement, and the amount under the verdict has not been established from open sources.
