Failure to declare financial liabilities of UAH 52 million, real estate and a share in a company (declarations for 2015–2019)

According to SAPO, in his annual declarations for 2015–2018 and in the declaration filed in August 2019 before leaving office, an MP of the 8th convocation did not report financial liabilities of UAH 52 million, expensive real estate and a 98.2% share in the authorised capital of a private enterprise. On 26 February 2020, the HACC approved a plea agreement and imposed a fine of UAH 51 thousand with a one-year ban on holding certain positions (Article 366-1 of the Criminal Code of Ukraine). The text of the verdict, regarding the 2016 declaration, states a discrepancy in financial liabilities of UAH 67 million (loans) — the episode amount is taken from the SAPO statement (UAH 52 million); the discrepancy should be checked by an editor. After the Constitutional Court decision of 27 October 2020, which declared Article 366-1 of the Criminal Code unconstitutional, the HACC on 25 November 2020 set aside the verdict on exceptional grounds and closed the proceedings; the court refused to return the paid fine, since the ground for closure is not exonerating. There is no verdict; closure is not an acquittal.
