Undue advantage in the form of apartment discounts for helping a developer obtain land in Kyiv (Ministry of Regional Development case)

According to NABU and SAPO, a Kyiv developer devised a scheme to illegally obtain a land plot in Kyiv for a residential complex; the Minister for Communities and Territories Development, together with the ministry's state secretary, an adviser to the minister and the director of a state enterprise, created the conditions for the plot to be transferred to a state enterprise, which concluded investment agreements with the desired company. The land and buildings were valued almost five times below market, and the difference from market value exceeded UAH 1 billion (the state would have received that much less in apartments; the seizure of the plot prevented this). According to investigators, the minister and persons designated by him received discounts on apartments (UAH 1 to 8 thousand per m² against a market price of ~UAH 30 thousand) — an undue advantage of over UAH 14.5 million; the episode amount is the size of the advantage according to NABU's announcement. The notice of suspicion was served on 23 June 2025, making him the sixth suspect; on 31 December 2025 NABU announced the completion of the pre-trial investigation. Chernyshov denies having controlled these apartments. Bihus.Info journalists separately linked persons from the case materials to the construction of mansions in Kozyn. There is no verdict.

Illicit enrichment: over USD 1.2 million and almost EUR 100,000 in cash from the “laundry” of the “Midas” case

According to NABU and SAPO, the former Deputy Prime Minister visited the so-called «laundry» controlled by the head of a criminal organisation exposed as part of Operation «Midas»; detectives documented the handover to him and his proxy of over USD 1.2 million and almost EUR 100 thousand in cash. On 11.11.2025 a notice of suspicion of illicit enrichment was served (Article 368-5 of the Criminal Code). NABU does not name him; according to media and Bihus.Info, on the recordings this is Oleksii Chernyshov («Che Guevara»). Bihus.Info journalists, based on published recordings, link part of the funds («500 — for the construction») to the construction of mansions in Kozyn. The episode amount is the dollar part; the almost EUR 100 thousand is not included in it. There is no verdict.

Laundering of over UAH 460 million in the construction of the “Dynastiia” residences in Kozyn

According to NABU and SAPO, in 2021–2025 an organised group laundered over UAH 460 million by building the «Dynastiia» cottage community in Kozyn village, Kyiv Oblast (four residences of about USD 2 million each and a spa area); about USD 9 million passed through a «laundry» controlled by a businessman, partly funds from corruption schemes at Energoatom. Notices of suspicion were served on 11–12.05.2026 (Article 209(3) of the Criminal Code), seven suspects.
