According to NABU and SAPO, in summer–autumn 2016 a former Member of Parliament and a member of a regional council, involving officials of the Odesa City Council, organised the misappropriation of Odesa budget funds totalling over UAH 92 million under the guise of purchasing the building of the bankrupt Kraian plant at a knowingly inflated price; the overpaid funds were allegedly planned to be laundered, but a seizure prevented their transfer. Suspicion: January 2020. On 6 April 2021 SAPO sent to the HACC the indictment against three persons (organisers — Article 27(3), Article 191(5); Article 27(3), Article 15(2), Article 209(3) of the Criminal Code). On 18 January 2024 the HACC scheduled the case for trial on the merits; as of 3 October 2026 there is no verdict (case No. 991/2367/21), more recent data have not been verified. A separate case concerning the Mayor of Odesa and city council officials is being heard by another HACC panel.
