Suspicion of fraudulent misappropriation of a UAH 13.7 million advance from Ukrenergo under 2018 contracts for the reconstruction of substation fences

According to the SBI, in 2018, during tenders for the reconstruction of the external fencing of substations of the Southern and Western power systems, the then Deputy Director for Investments of SE "NEC "Ukrenergo" colluded with representatives of a private company (investigators consider Lviv businessman Ihor Hrynkevych to be the organiser of the scheme); two contracts worth more than UAH 68 million were concluded, and more than UAH 13.7 million in advance payments were transferred to the contractor, which, according to investigators, were misappropriated. On 28 October 2025, the SBI detained Volodymyr Kudrytskyi and served him a notice of suspicion under Article 190(4) of the Criminal Code of Ukraine; on 29 October 2025, the Pecherskyi District Court of Kyiv ordered detention in custody with the alternative of bail of UAH 13.7 million, and the bail was paid. The defence asserts that the advance was returned via a bank guarantee and that there were no losses; Kudrytskyi calls the suspicion absurd and politically motivated.
