Signs of illicit enrichment of almost UAH 47 million by the head of the Malynovskyi District TCC in Odesa (NACP finding)

According to the NACP announcement of 19.10.2023, lifestyle monitoring and materials of a criminal proceeding of the Investigative Department of the Main Directorate of the National Police in Mykolaiv Oblast revealed signs of illicit enrichment of the head of the Malynovskyi District TCC and SS of Odesa amounting to almost UAH 47 million: in particular, an apartment bought by the couple in 2022 for UAH 600,000 was sold a year later for UAH 7.56 million; in August 2022 family members gave each other UAH 30 million as gifts without sufficient official income; cars of close persons were declared at a value that, in the NACP's view, was understated. The official did not provide explanations to the NACP. The materials were sent to the Mykolaiv Oblast police for entry into the Unified Register of Pre-Trial Investigations under Article 368-5 of the Criminal Code. This is an NACP finding, not a notice of suspicion: as of 03.10.2026, no official notice of suspicion in this episode has been found in open sources. According to Ukrainska Pravda's sources, Kushnerov is outside Ukraine.
