According to NABU and SAPO, in 2016–2019 the organisers of the scheme developed a rehabilitation plan for SE «National Cinematheque of Ukraine», which was in a difficult financial situation, in order to obtain its property at below-market prices; officials of the Ministry of Culture and SE «NKU» approved the unlawful rehabilitation plan and ensured that a predetermined company won the auction, acquiring 14 buildings and structures on the outskirts of Kyiv with an approximate value of almost UAH 42 million (the amount relates to the entire episode, not to an individual figure). The Commercial Court of Kyiv annulled the auction results, the Supreme Court upheld this, and the property was returned to the state enterprise. On 1 February 2023 notices of suspicion were served on seven persons, among them a Deputy Minister of Culture (2014–2019); the actions were initially qualified under Article 191(5) and Article 366(1) of the Criminal Code, and in 2025 SAPO cites Article 364(2), Article 365-2(3) and Article 366(1) of the Criminal Code. Plea agreements were approved for five participants; on 3 April 2025 the indictment against four more persons was sent to court — whether the former Deputy Minister is among them has not been officially specified (TI Ukraine, as of the last update of the case page, indicated a pre-trial investigation regarding her). Official announcements do not give the name; the name is reported by TI Ukraine. As of 3 October 2026, the further outcome has not been verified.
