Investment in an apartment in the “Signature” residential complex, bought out by the official’s wife’s company from his acquaintance below the market price
According to a Bihus.Info investigation (real estate register, declarations, interview with the official), on 25 February 2022 a company owned by the wife of Volodymyr Prokopiv, Deputy Head of the Kyiv City State Administration, bought out an investment in an apartment of about 72 m² in the «Signature» residential complex in Pechersk for UAH 1,379,000 (about USD 50 thousand; the episode amount is the transaction price, not losses). According to Prokopiv, the investment was bought out without valuation for the same amount the previous investor paid the developer in 2019. The previous investor was a family acquaintance, Andrii Stetsenko; journalists note that in 2019 apartments of this size in the complex cost from UAH 5 million (the text version of the investigation says at least UAH 6 million for a one-room apartment), and the declared income of the Stetsenko family did not match such an investment. Prokopiv denies involvement in Stetsenko's investments. Journalists also reported other acquisitions by the wife's company: a 100 m² apartment in the «Happy House» residential complex for UAH 2 million (2022) and 70 m² of commercial space in the «Metropol» complex for UAH 3 million (2024). This is a journalistic investigation: no criminal proceedings have been registered regarding this; in November 2025 the Kyiv City State Administration reported that NABU, the NACP and the anti-corruption unit of the Kyiv City State Administration had found no violations in Prokopiv's activities.

According to a Bihus.Info investigation (declarations, archival satellite images, interviews), on 25 June 2018 Kyiv City Council Secretary Volodymyr Prokopiv, under an exchange agreement, received from his acquaintance Oleksandr Poshtariuk a house of almost 600 m² with a land plot in the «Konyk» cottage community (Koncha-Zaspa), giving his old house in exchange and paying an additional sum in cash. According to the declaration, the value of the house together with the land is about UAH 10 million (less than USD 400 thousand at the time; the episode amount is the declared value, not losses): the house — UAH 8,445,400, the plot — UAH 1,458,491, the additional payment under the exchange agreement — UAH 3,490,920. Journalists believe the market value of the estate may exceed USD 1 million; Prokopiv explains the value by the fact that the house was unfinished at the time of the exchange and that this is how an independent valuation assessed it. Journalists also reported that in 2016 Poshtariuk sold Prokopiv a Mercedes-Benz GLK for UAH 500 thousand, roughly half the market price, and that the sources of Poshtariuk's funds for these assets are unclear. This is a journalistic investigation: no criminal proceedings have been registered regarding this; in November 2025 the Kyiv City State Administration reported that NABU, the NACP and the anti-corruption unit of the Kyiv City State Administration had found no violations in Prokopiv's activities.
