Case on the operational maintenance of roads in Dnipropetrovsk Oblast in 2022 (contracts worth UAH 1.5 billion)

According to NABU and SAPO, in 2022 officials of the Dnipropetrovsk Regional State Administration, in order to obtain priority funding and avoid design documentation, expert review and technical supervision, replaced in the documents the need for current and capital road repairs with operational maintenance, groundlessly increasing expenditures to UAH 1.5 billion. Contracts were concluded with a company linked to the head of the Regional State Administration, which inflated the cost of materials; part of the funds was moved to accounts of companies linked to the head of the Regional State Administration and his deputy. On 12.09.2024 five participants were served notices of suspicion (at the time — Article 364(2) of the Criminal Code, losses of over UAH 286 million); in December 2025 the investigation was completed and the acts were qualified under Article 191(5) of the Criminal Code, the amount being over UAH 392 million; on 12.08.2026 the indictment was sent to court, and since 03.09.2026 the preparatory hearing has been under way. The episode amount is the figure from NABU's latest official statement (UAH 392 million); Bihus.Info in a 2024 video cited «almost UAH 300 million» in losses. NABU does not name the persons; according to the media and Bihus.Info, the suspected head of the Regional State Administration is Valentyn Reznichenko, and the company is «Budinvest Engineering» LLC. There is no verdict.
