Sale of coal of SE “Ukrvuhillia” to a private company instead of “Centrenergo”

According to NABU and SAPO, in summer 2022, despite a Cabinet of Ministers instruction to supply coal to state power producers, the beneficial owner of a private company, in collusion with a former Deputy Minister of Energy, induced the director of SE «Ukrvuhillia» to sell the company almost 24 thousand tonnes of coal, which it resold with a markup of almost UAH 20 million; PJSC «Centrenergo» received 12.5 thousand tonnes less and in September–October 2022 overpaid almost UAH 12 million for more expensive coal. NABU does not name the persons; Bihus.Info and the media identify the former Deputy Minister as Maksym Nemchynov. In April 2026 NABU reported that the case had been sent to court; according to LIGA.net, on 7 May 2026 the HACC transferred it to the Shevchenkivskyi District Court of Kyiv, assessing the damage at UAH 11.89 million (this amount is used in the record; NABU says «almost UAH 12 million», Bihus.Info «at least UAH 12 million»). Nemchynov denies the suspicion and links it to his participation in the competition for the National Energy and Utilities Regulatory Commission (NEURC). There is no verdict.
