Extortion of a EUR 300,000 undue advantage for the lease of 26 ha of land (Hvozdiv Village Council)

According to the HACC verdict of 15 February 2023 (case No. 362/4895/16-k), the former head of Hvozdiv village (Kyiv Oblast) and a village council deputy in 2016 demanded an undue advantage from representatives of an agricultural enterprise for the village council adopting decisions on the long-term lease, with the right of purchase, of 26 ha of land: first USD 500 thousand, later EUR 300 thousand; the deputy received part of it — USD 10 thousand. On 1 June 2016 NABU detained both before they received the rest of the money. Both were found guilty under Article 368(4) of the Criminal Code: 9 years of imprisonment with confiscation of half of their property and a ban on holding positions (3 years for the village head, 2 years for the deputy). On 10 June 2024 the Appeals Chamber of the HACC upheld the sentence (the verdict entered into force — NACP Register), and on 15 April 2025 the Supreme Court upheld the verdict (TI Ukraine). The episode amount is EUR 300 thousand; USD 10 thousand was received separately.
