Misappropriation of “green” tariff funds through solar power plants in the occupied part of Zaporizhzhia Oblast (losses of UAH 141.3 million)

According to NABU and SAPO, in 2019–2020 a former member of the Donetsk Regional Council (later Deputy Head of the Office of the President), together with his brother, consolidated control over companies that built solar power plants with a capacity of about 60 MW in Vasylivka District of Zaporizhzhia Oblast and concluded agreements with SE «Guaranteed Buyer» for the sale of electricity at the «green» tariff. After the occupation the plants lost connection with the Integrated Power System of Ukraine, yet the companies controlled by the suspects, according to the investigation, continued to declare generation and receive payment; the funds were withdrawn through related companies. The total damages, according to NABU, amount to UAH 141.3 million (this amount is used in the episode). In 2023 Bihus.Info reported about UAH 320 million paid in July 2022 — July 2023 to a number of plants under occupation — these are aggregate payments, not the amount in the suspicion. The investigation was opened based on Bihus.Info materials; notices of suspicion were served on 21.01.2026 (classification: Article 191(5), Article 209(3) of the Criminal Code). The pre-trial investigation is ongoing; there is no verdict.
