In 2023 NABU and SAPO served him a notice of suspicion of abuse: a 2015 order allowed private companies to collect half of the ship dues at Pivdennyi port; according to the indictment, losses of SE USPA exceeded USD 49.6 million. On 15.10.2025 the HACC closed the proceedings against him due to the expiry of the statute of limitations; guilt has not been established by a court.
